I don't understand.
To the extent that homelessness is a problem, it is not solved by food.
ah. got it. You're saying it doesn't make sense to feed the homeless. Feed the hungry, and ... "home" the homeless, if such a thing is possible. But whatever we may mean by "home", if we're using it as a verb, surely sharing a meal with someone is part of "homing" them?
Traditionally, it's been food, clothing, shelter.
I have also seen hats for the homeless.
