Every year, require that the elctrical distribution company offer a new ten year tariff that has the goal and the effect of lowering the peak load on the transmission grid by 10%. This headroom will serve to delay the need for any new peaker (gas) plants, or new tranmission lines and encourage occasionally connected micro grids. A market based solution.
